Both hands on the head of the living goat, and everything confessed onto it.
וְסָמַךְ אַהֲרֹן אֶת שְׁתֵּי יָדָו עַל רֹאשׁ הַשָּׂעִיר הַחַי וְהִתְוַדָּה עָלָיו אֶת כׇּל עֲוֺנֹת בְּנֵי יִשְׂרָאֵל וְאֶת כׇּל פִּשְׁעֵיהֶם לְכׇל חַטֹּאתָם וְנָתַן אֹתָם עַל רֹאשׁ הַשָּׂעִיר וְשִׁלַּח בְּיַד אִישׁ עִתִּי הַמִּדְבָּרָה׃
ויקרא טז:כא
"And Aharon shall lay his two hands upon the head of the living goat, and confess over it all the sins of the children of Israel and all their transgressions, whatever their sins, and place them on the head of the goat, and send it away into the wilderness by the hand of a designated man."

It carried all of it out to a land cut off.
וְנָשָׂא הַשָּׂעִיר עָלָיו אֶת כׇּל עֲוֺנֹתָם אֶל אֶרֶץ גְּזֵרָה וְשִׁלַּח אֶת הַשָּׂעִיר בַּמִּדְבָּר׃

"And the goat shall carry upon itself all their sins to a land cut off, and he shall send the goat away into the wilderness."

Before Hashem you shall be pure.
כִּי בַיּוֹם הַזֶּה יְכַפֵּר עֲלֵיכֶם לְטַהֵר אֶתְכֶם מִכֹּל חַטֹּאתֵיכֶם לִפְנֵי ה' תִּטְהָרוּ׃
ויקרא טז:ל
"For on this day atonement shall be made for you, to purify you from all your sins; before Hashem you shall be pure."
